UTILIZATION: Companion Dog.

FCI-CLASSIFICATION: Group 9 Companion and Toy Dogs.
Section 5 Tibetan breeds.
Without working trial.
 BRIEF HISTORICAL SUMMARY: In spite of the name, the Tibetan Terrier is not a terrier but a herding dog, doubling as a guard for traders as they journeyed to and from China. It succeeded in his job not so much by size but through the awe in which he was held. This is believed to be the original Holy Dog of Tibet. It is said to be even livelier than the other Tibetan breeds in Group 9, his energy and enthusiasm balancing his ability as a miniature guard dog along the lines of a small Old English Sheepdog.
 GENERAL APPEARANCE: Sturdy, medium-sized, long-haired, generally square outline.
 IMPORTANT PROPORTIONS: Length from point of shoulder to root of tail equal to height at withers.
 BEHAVIOUR AND TEMPERAMENT: Lively, good-natured. Loyal companion dog with many engaging ways. Outgoing, alert, intelligent and game; neither fierce nor pugnacious. Sparing of affection to strangers.
 HEAD: Head well furnished with long hair, falling forward, but not over eyes, and not affecting the dog’s ability to see. Lower jaw carrying small, but not exaggerated amount of beard. In all giving a resolute expression.
 CRANIAL REGION:
Skull: Of medium length, neither broad nor coarse, narrowing slightly from ear to eye, neither domed nor absolutely flat between ears.
Stop: Marked in front of eyes, but not exaggerated.
 FACIAL REGION:
Nose: Black.
Muzzle: Strong. Length from eye to tip of nose equal to length from eye to occiput.
Jaw / Teeth: Lower jaw well developed. Incisors set in slight curve, evenly spaced and set perpendicular to jaw. Scissor or reversed scissor bite.
Cheeks: Zygomatic arch curved, but not overdeveloped so as to bulge.
Eyes: Large, round, neither prominent nor sunken; set fairly wide apart; dark brown. Eye rims black.
Ears: Pendant, carried not too close to head, V-shaped, not too large, set fairly high on the side of the skull, heavily feathered.
 NECK: Strong, muscular, medium length, allowing head to be carried above level of back and giving overall balanced appearance. Flowing into well placed shoulders.
 BODY: Well muscled, compact and powerful.
Topline: Level.
Loin: Short, slightly arched.
Croup: Level.
Chest: Fair spring of rib with depth of brisket to elbow. Ribbed well back.
 TAIL: Medium length set on fairly high and carried in a gay curl over back. Very well feathered. Kink near tip often occurring and permissible.

LIMBS
 FOREQUARTERS:
General appearance: Heavily furnished.
Shoulder: Well laid with good length.
Upper arm: Good length and slope.
Forearm: Legs straight and parallel.
Metacarpus (Pastern): Slightly sloping.
Forefeet: Large, round, heavily furnished with hair between toes and pads. Standing well down on pads; no arch in feet.
 HINDQUARTERS:
General appearance: Heavily furnished, well muscled. Well bent stifles and low set hocks giving level topline and drive.
Stifle (Knee): Well bent.
Hock joint: Low set.
Hind feet: Large, round, heavily furnished with hair between toes and pads. Standing well down on pads; no arch in feet.
 GAIT / MOVEMENT: Smooth; effortless drive with good reach; powerful drive. When walking or trotting hind legs should track neither inside nor outside the front legs.
 COAT:
Hair: Double coat. Undercoat fine and woolly. Top coat profuse, fine but neither silky nor woolly; long; either straight or waved but not curled.
 Colour: White, golden, cream, grey or smoke, black, parti-colour and tricolours; in fact any colour except chocolate or liver permissible.
 
SIZE:
Height at the withers: Males: 36 - 41 cms; females slightly smaller.
 FAULTS: Any departure from the foregoing points should be considered a fault and the seriousness with which the fault should be regarded should be in exact proportion to its degree and its effect upon the health and welfare of the dog.
 DISQUALIFYING FAULTS
• Aggressive or overly shy.
• Any dog clearly showing physical or behavioural abnormalities shall be disqualified.
 N.B.: Male animals should have two apparently normal testicles fully descended into the scrotum.

КРАТКАЯ ИСТОРИЯ ПОРОДЫ
Несмотря на имя, тибетский терьер это не терьер, а пастушья собака, которая была также и охранником для торговцев, когда они путешествовали в Китай и обратно. Она способствовала их успеху не столько размером, сколько благоговейным трепетом, которую к ней испытывали. Верят, что она – святая собачка Тибета. Говорят, что она самая активная среди других тибетских пород 9-ой группы, ее энергия и энтузиазм дополняют ее способности маленькой охранной собаки, как это наблюдается у всех маленьких староанглийских пастушьих пород.

ОБЩИЙ ВИД
Прочный, среднего размера, с длинной шерстью, в целом квадратного формата.

ВАЖНЫЕ ПРОПОРЦИИ
Длина от плечелопаточного сочленения до основания хвоста равна высоте в холке.

ПОВЕДЕНИЕ И ТЕМПЕРАМЕНТ
Веселый, с хорошим нравом. Преданная собака-компаньон, обаятельная во всех отношениях. Дружелюбная, внимательная, смышленая и игривая; никогда не свирепая и не драчливая. Умеренно доброжелательная к незнакомцам.

ГОЛОВА
На голове длинная шерсть, падающая вперед, но не на глаза и не мешающая собаке видеть. Нижняя челюсть с небольшой, не чрезмерной бородой. Все это придает ей решительный вид.

ЧЕРЕПНАЯ ЧАСТЬ
Череп: средней длины, никогда не широкий и не грубый, чуть сужающийся от ушей к глазам, никогда не выпуклый и не абсолютно плоский между ушами.

Стоп: обозначенный впереди глаз, но никогда не чрезмерный.

ЛИЦЕВАЯ ЧАСТЬ

Нос: черный.

Морда: крепкая. Длина от глаза до кончика носа равна длине от глаза до затылочного бугра.

Челюсти и зубы: нижняя челюсть хорошо развитая. Резцы расположены в виде слегка изогнутой линии, с равными промежутками и перпендикулярно челюсти. Прикус – ножницы или обратные ножницы.

Скулы: скуловые дуги изогнутые, но никогда не переразвитые и не выпирают.

Глаза: крупные, округлые, никогда не выпуклые и не глубоко посаженные; довольно широко расставленные; темно-коричневые. Обводы век черные.

Уши: висячие, не слишком плотно прилегают к голове, V-образные, не слишком большие, поставлены довольно высоко по бокам черепа, покрыты обильной шерстью.

ШЕЯ
Сильная, мускулистая, средней длины, несет голову выше уровня спины и придает в целом сбалансированный вид. Плавно переходит в правильные плечи.

КОРПУС
Мускулистый, компактный и сильный.

Линия верха: ровная.

Поясница: короткая, слегка выпуклая.

Круп: прямой.

Грудь: хорошо изогнутые ребра с грудиной глубиной до локтя. Ребра хорошо простираются назад.

ХВОСТ
Средней длины, поставлен довольно высоко и держится в веселом завитке над спиной. С обильной шерстью. Залом около кончика хвоста встречается часто и допустим.

КОНЕЧНОСТИ

ПЕРЕДНИЕ КОНЕЧНОСТИ

Общий вид: покрыты обильной шерстью.

Лопатки: хорошо отведены и длинные.

Плечевые кости: хорошей длины и наклонные.

Предплечья: ноги прямые и параллельные.

Пясти: слегка наклонные.

Передние лапы: крупные, округлые, с шерстью между пальцами и подушечками. Прочно стоят на подушечках; лапы не сводистые.

ЗАДНИЕ КОНЕЧНОСТИ

Покрыты обильной шерстью, с хорошей мускулатурой. Хороший угол колена и низкие скакательные суставы дают ровную линию верха и толчок.

Колено: хорошо изогнутое.

Скакательный сустав: низкий.

Задние лапы: большие, круглые, густо покрыты шерстью между пальцами и подушечками. Поставлены [четко] вниз на подушках; ни какой арки в пальцах.


ДВИЖЕНИЯ

Ровные; движения без усилий, с длинным шагом, мощным толчком. На шаге или рыси задние ноги должны идти в след с передними, ни шире и не уже.

ШЕРСТЬ

СТРУКТУРА
Двойная шерсть. Подшерсток тонкий и пушистый. Покровный волос обильный, тонкий, но никогда не шелковистый и не пушистый; длинный; либо прямой, либо волнистый, но не в завитке.

ОКРАС
Белый, золотистый, кремовый, серый или дымчатый, черный, комбинация из двух окрасов или триколор; на деле любой окрас допустим, кроме шоколадного или ливерного.

РАЗМЕР
Высота в холке: кобели 36-41 см; суки немного меньше.

НЕДОСТАТКИ

Любые отклонения от стандарта являются недостатками и наказываются пропорционально степени отклонения и влияние на здоровье и благополучие собаки.

ДИСКВАЛИФИЦИРУЮЩИЕ ПОРОКИ
•Агрессивность или трусость.
•Любая собака с физическими или психическими аномалиями должна быть дисквалифицирована.

Примечание: у кобелей должны быть два развитых семенника, полностью опущенных в мошонку.

ОБЩИЙ ВИД: Крепкая, длинношерстная, среднего размера; в целом, квадратного формата.

Задние лапы: Большие, округлые, с шерстью между пальцами и подушечками. Прочно стоят на подушечках; лапы не сводистые.

ПОХОДКА / ДВИЖЕНИЕ: Плавные; движения без усилий, с длинным шагом и мощным толчком. На шаге или рыси задние конечности должны ступать след в след с передними.

ШЕРСТНЫЙ ПОКРОВ:
Шерсть: Двойная. Подшерсток тонкий и пушистый. Покровный волос обильный, тонкий, но никогда не шелковистый и не пушистый; длинный; либо прямой, либо волнистый, но не в завитке.
Окрас: Белый, золотой, кремовый, серый (или дымчатый), черный; двухколорные и триколорные окрасы; фактически любой цвет допустим, кроме шоколадного (или печеночного).

РАЗМЕРЫ:
Высота в холке: Кобели: 36 - 41 см; суки немного меньше.

НЕЛОСТАТКИ/ДЕФЕКТЫ: Любое отклонение от вышеперечисленных положений следует рассматривать как недостаток, и серьезность, с которой данный недостаток должен быть оценен, должна пропорционально соответствовать степени его выраженности, а также его влиянию на здоровье и благополучие собаки.

   ДИСКВАЛИФИЦИРУЮЩИЕ ПОРОКИ:
•   Агрессивность или трусость.
•   Любая собака, явно показывающая физические или поведенческие отклонения, должна быть дисквалифицирована.

N.B. Кобели должны иметь два очевидно полноценных семенника, полностью опущенные в мошонку.

FCI, the World Canine Organisation, have officially released the final version of the meeting notice from FCI Standing Committee meeting held on 18-19 March 2015 in Belgium. Wherein the notice Chinese Kennel Union want to determine country of origin for several breeds, from Tibet/Great Britain to China; Tibetan Mastiff, Chow-Chow, Pekingese, Shih-Tzu, Tibetan Terrier, Lhasa Apso, Tibetan Spaniel, Pug and Chinese Crested Dog.

A long debate took place and finally, the General Committee of FCI decides, unanimously, to change the name of the country of origin (from Tibet to China) for the following breeds: Tibetan Mastiff, Tibetan Terrier, Tibetan Spaniel, Lhasa Apso and Shih-Tzu.

The change of country of patronage/development (from Great Britain to China) of the following breeds will be considered at a later stage: Chow-Chow, Shih-Tzu, Tibetan Terrier, Lhasa Apso, Tibetan Spaniel.

We, owners of the breeds above, DO NOT AGREE with this decision! Our tibetan breeds have a history from Tibet, they are developed in Tibet and just because China took Tibet our breeds are NOT changing their origin country to China!

A message from the FCI President Mr. Rafael de Santiago
Always attentive to the opinion of the breeders worldwide, we took note of the uproar concerning the attribution of the 2019 World Dog Show to China and to the decision regarding the country of origin of the following breeds : DO-KHYI (230), TIBETAN TERRIER (209), TIBETAN SPANIEL (231), LHASA APSO (227) and SHIH TZU (208).

Whilst we understand the concern expressed by the breeders worldwide about both situations, the FCI wishes to inform that the decision to grant the organization of the WDS 2019 to China was taken by a decision of our General Assembly where 68 countries were present or represented and by a large majority of votes, in total transparency and according to the principles of democracy internationally recognised and accepted. That decision was made on basis of a very open and complete presentation made by our Chinese member, CKU, during which our Chinese member delegation has clearly mentioned the cultural differences between China and most of the other countries in the world. The FCI sees it as an excellent opportunity to raise awareness among the Chinese population that the dog, our beloved friend, is a member of our families, a living entity and most of all Man's best Friend. May we add that China won the right to organise this WDS over several other countries, namely Spain, Germany and Croatia, in a clear victory.


In addition, we find it important to clarify that our Chinese member, CKU, is an FCI full member. As such, CKU has the right to ask to be the country of origin of the breeds indicated above. It is important to know that any change in a breed standard can be implemented worldwide if and only if the FCI General Committee, following recommendations of the FCI Standards and Scientific Commissions, approves it.

Nowadays, the FCI is more than ever committed to the betterment and safeguard of the Dog and to promoting its welfare, love and respect in the four corners of the world.

Письмо немецкого клуба породы КТР в VDH отношении изменение страны происхождения следующих пород из Тибета в Китай: Тибетский масти, Тибетский терьер, Тибетский спаниель, Лхаса апсо и Ши-тцу.

Dear members of the VDH Board,
as you know, the FCI publishes these days their decision, the four Tibetan breeds DoKhyi, Lhasa Apso, Tibetan Spaniel and Tibetan Terrier to be placed under the standard Highness the PRC.
So expectable such FCI decision was, as much as she meets all reputable friends and supporters, breeders and holder of the Tibetan breeds with great concern. Because there are known so far no indication that the PRC's cultural heritage and cultural life of Tibet, which includes these four authochtonen Breeds include, encounters with the respect and the promotion that you in terms of World Heritage fees. On The Contrary.
Therefore, the KTR expected by the Executive Board of the VDH and its representation in the Commission and in the standard
Europe section of the FCI, the interests of the four Tibetan breeds, that means in particular the Integrity of their currently valid breed standards, fully protect.
Germany and thus the VDH have a special responsibility here. Except the UK has no land the world regarding a longer tradition. Tibetan breeds as Germany. The first Tibetan Mastiff litter on
the continent was in the 19th century look at the Berlin Zoo. The oldest breed club in the world for all Tibetan breeds
the KTR. The first standard of the FCI for the Tibetan Mastiff was founded in 1967 on the initiative of the VDH (Dr. Wirtz)
created. The currently benevolent FCI standard for the Tibetan Mastiff has been commissioned by the FCI of an international
Working Group under German management (Mr. Christofer Habig) created.
The FCI has so far indicate that they proactively the challenges in this context and As efficiently.
Of the then for the Tibetan Do Khyi and the Chinese Zang Ao in June 2011 by the FCI Vice President Habig in his public 'Zang Ao / Do Kyi Memorandum' way shown to fuse two independent breeds has not yet been taken up by the FCI. "MY THOUGHTS ON THE FCI

I have never understood the FCI, and suspect I never shall. Hitherto, my concerns have been about the inequality of judges, those who are accepted by (passed by) the FCI and those who are not. As a British judge who awards Challenge Certificates in six breeds in the UK and has judged thousands of dogs at Open Level and at Championship Shows in breeds with no CCs available, I am must be one of many who has had experience of being turned down by the FCI to judge breeds with CACIBs in some countries. What peeves me has always been that those who are approved by the FCI have, in many cases (not of course all), considerably less judging experience than I have.

Last year I was turned down by the FCI in India to be one of a small handful judges covering a show with an anticipated entry of fewer than 2,000. I needed to judge many different breeds as there would be very few of each present. I cannot imagine that all of the judges eventually approved had more experience than I did, several of them I suspect had considerably less.

We all know that the British judging system is extremely hard and it is notoriously difficult to reach the stage at which one is approved to judge multiple breeds at Championship Level under KC rules. I am one of the English Kennel Club’s Accredited Trainers, meaning that I am one of the people who approved by them to assess judges. But that counts for nothing under FCI rules.

But now surely the FCI has gone another step too far. It has changed the country of origin of five breeds, from Tibet to China. There is absolutely no disputing that the Lhasa Apso, Tibetan Terrier, Tibetan Spaniel and T|ibetan Mastiff are from Tibet. I suspect there may be less chance of retaining the Shih Tzu as a Tibetan breed as it is actually a Sino-Tibetan creation, the Lhasa Apso having been taken to China, used as a tribute gift, and there bred with the Pekingese.

I behoves us to look back to the establishment of the Tibetan Breeds Association in 1934. I have all their original records here with me in Nepal, so I do know what I am talking about. China may now have claimed Tibet as part of China, but we all know that should never be, and was not the case during the establishment of these breeds in the Western world. I am the author of several books about the Tibetan breeds, without checking my shelves, I recall having written five about the Lhasa Aspo, three about the Shih Tzu and one each about the Tibetan Spaniel, Tibetan Terrier and Tibetan Mastiff. I judge all these breeds at Championship Shows in the UK and with CACIBs under the FCI. I have done my homework and feel well-qualified to speak up on behalf of our cherished breeds, and I am not afraid to do so. I hope more people will be encouraged to speak out too.

I have not yet been able to read all the information so far published about this dastardly change but I have picked up that ‘money has changed hands’. I am not sure if that is with reference to the changes of origin made, or with the approval of Shanghai as the host for the World Show in 2019. Living, as I now do in Nepal, I am very much aware that the Chinese pay highly for what they want. Why did they pay for the all the Nepali Police uniforms for those on the China/Nepal border? Yes, they were the first responders when the earthquakes hit Nepal and they have undoubtedly done some very good work, but all of us here are aware that soon it will be ‘pay back time’. That’s how they work.

I have absolutely no objection (that I am aware of) to the Chinese Kennel Union, which I understand genuinely wishes to promote the welfare of dogs in China, but to the best of my knowledge, dog-showing, is a relatively new sport in this vast country and it will take a long, long while to change the attitude of many to the despicable trade in dog meat and dog fur. Surely 2019 is far too soon to expect a country with such a dreadful reputation regarding the welfare of dogs to host the prestigious World Dog Show.

 I have occasion to meet many Chinese here in Nepal, as this is a popular and easy destination for their holidays. Very often I ask them openly if they eat dog meat and a large percentage say that they do, maybe nor frequently but ‘sometimes’. They are not at all embarrassed to tell me. Customs take a long time to change and I cannot help but think that 2019 is far too soon. Let the CKU prove itself first of all and let us see that serious inroads are being made to stop the cruelty of the dog meat and dog fur trade in China."

However we remain cautious of the situation. What is obviously of great concern is the suggestion that the country of development for these breeds may be reconsidered. The Kennel Club would strongly resist such a change since the facts are clear – these breeds were developed in the UK by UK breeders and this should not be altered.”

Letter by the All Ireland Tibetan Breeds Association to FCI General Committee member mr. Kari Jarvinen.
 
The committee of the All Ireland Tibetan Breeds Association (AITBA), supported by the Tibetan Spaniel Association of Ireland, The Tibetan Terrier Club of Ireland, and by letter the Shih Tzu Club of Ireland, met with Mr Kari Jarvinen of the FCI General Committee, after his judging of a Group 9 Championship Show in Ireland on Sunday 5th July 2015. Dr Mike Tempest, Chairman of AITBA, presented him with a letter outlining AITBA's case that the correct Country of Origin of the Tibetan breeds is Tibet, and Mr Jarvinen invited us to sit with him for a discussion. Mike Tempest reports that it was extremely refreshing to find someone from FCI who was prepared to listen to the views of Tibetan breeds enthusiasts. Mr Jarvinen is a former Chairman of the Board of the Finnish Tibetan Breeds Club, and he more than others in FCI is therefore deeply aware of the very unique environment of Tibet and of the major influence that has had on the form of the Tibetan breeds. We emphasised that Tibet is more than a 'Country of Origin'; it is the very basis of the culture and heritage of our breeds which must not be lost for the sake of political expediency with China. We asked Mr Jarvinen to try his best within FCI to ensure that real history is not re-written, so that the future of these very precious breeds is not threatened in any way. Mr Jarvinen was extremely supportive of this view. He emphasised that history cannot be changed, and he quoted the example from his own homeland of the Karelian Bear Dog. Karelia is an area on the Finnish/Russian border with Russia having the greater land area. This was ceded to Russia by Finland after the Winter War of 1939-40, but because all Karelia was part of Finland when the Karelian Bear Dog was established the Country of Origin remains as Finland and has not been changed to Russia. Mr Jarvinen sees a parallel between this and Tibet becoming part of China, meaning that it is not necessary or desirable to change breed names as a consequence of war or conquest. Mr Jarvinen assured the AITBA Committee that the matter will come up again at the next FCI Committee and he will be trying to persuade his fellow committee members to think again. We were greatly encouraged by Mr Jarvinen's view, but we also realise that he is only one of ten members of the FCI General Committee. However it was a very positive meeting and we are grateful to Mr Jarvinen for agreeing to meet us.
