Letter from the French Tibetan breed club "Club des Chiens Tibétains de France" to FCI

Communiqué Tibetans dogs Club de France "CCTF" to the FCI

The Kennel Club of France told our national association, the Tibetan Dogs Club de France, management and promotion of Tibetan breeds Group 9, Tibetan Spaniel, Lhasa Apso, Shih Tzu and Tibetan Terrier.

After reading the recent decisions of the FCI, we are deciding with the strongest for our races remain in the standard and the history of races, the mention of their origins and their Tibetan name.

We insist particularly that Britain remains the only country to be in charge of the patronage of the standard of our races but also all other Tibetan origin races.

Great Britain played a major role in the development of all of these races, including the establishment of the standard. This should be called into question under any circumstances. Years of work and history can not be erased or diverted.

Our 300 French breeders, very committed to the promotion of these races, are worried about potential abuses.

We partner with many countries that have emerged in this area and support the English Kennel Club in its approach sincerely hoping to be heard.

We ask FCIaccurate and consistent response to our request.

Letter by rasvereniging de Tibetaanse Terriër (rvTT) to the Dutch kennel club 'Raad van Beheer' regarding the decision of the FCI to change the country of origin of the Tibetan breed.
 Well done rvTT, thank you!

To: Raad van Beheer
 June 27, 2015

Ladies and gentlemen,

We would like to express our concern regarding the recent announcement by the FCI to the country of origin of the Tibetan Spaniel, Tibetan Terrier, Tibetan Mastiff, Lhasa Apso and Shih Tzu change from Tibet to China.

According to many lovers, owners and breeders of the Tibetan breeds change decision taken not only the history of these races, it is just blatantly ignored. In addition, the breeding of our race has ever started in the Tibetan Buddhist monastery and NOT somewhere in the Chinese empire.

The voting members during the FCI meeting in March 2015 with taking This decision not only ignored the history of these races, but also all pioneers, kennel clubs, breeders and exhibitors of the affected breeds.

Given this decision, is our great concern to the following points:
 - Maintaining the patronage of these varieties
 - Preservation of the rasstandaards today described as the said varieties
 - Preservation of the variety names of these breeds.

As a representative of one of the varieties concerned and recognized member of the Council of Management, we want you, Board of Directors, as a member of the FCI ask that it be points
included on the agenda of the next meeting of the FCI and that you like representative of your members and fans of the Tibetan breeds our worries announces and where possible decision regarding the country of origin, reverses.

Sincerely,

On behalf of the breed Tibetan terrier, rvTT

Голландский питомник клуб «Raad van Beheer» настаивет FCI пересмотреть свое решение об изменении страны происхождения Тибетские породы как можно скорее!
The Dutch kennel club 'Raad van Beheer' insist to the FCI to reconsider the decision about changing the country of origin of the Tibetan breed as soon as possible!

Position Raad van Beheer on the allocation of the country of origin of five Tibetan breeds in China

In recent days we have been approached with the question of how we think about the change of the "country of origin" of Tibetan breeds in China.

a. The procedure
The Raad van Beheer include spoken about the fact that we have this decision by the FCI have not previously communicated with our supporters. The decision some time ago by the board of the FCI and was only taken on 20 June. communicated to all affiliated kennel clubs. Simultaneously, the decision was made public.

b. Our vision
The Board was surprised to learn that the country of origin of five Tibetan breeds has changed in China. It involves the following five varieties:
 - Do-Khyi (Tibetan Mastiff) (230)
 - TIBETAN TERRIER (209)
 - TIBETAN SPANIEL (231)
 - LHASA APSO (227)
 - SHIH TZU (208).

All these varieties have a very long tradition for each race a very deep roots in Tibet.

Both the Raad van Beheer as the members representing these races in our country do not have compelling reasons to hear this decision of the FCI would warrant.

In addition, we assume that the country of patronage England and the name of the respective breeds remain unchanged. The country of origin "Tibet" we want to leave unchanged.

The Raad van Beheer will therefore FCI insist to reconsider this decision as soon as possible.

From the results, we will of course inform.

Well, this doens't look promising as to revoking the decision about changing the country of origin, although the FCI states that the patronage remains the privilege of the Kennel Club (England) as England traditionally is considered to be the country that played the biggest part in developing the breeds in question...

Letter by the South Western Tibetan Spaniel Club to the UK Kennel Club, stating: "For China to even consider they could take over as the country of development for our breed, as well as the other Tibetan breeds, is breath taking in its arrogance. We would urge you to protest in the strongest terms against the announcement already made by the FCI and to resist on our behalf, any further moves the FCI may make following pressure from China.".

Letter by the All Ireland Tibetan Breeds Association to FCI General Committee member mr. Kari Jarvinen.

The committee of the All Ireland Tibetan Breeds Association (AITBA), supported by the Tibetan Spaniel Association of Ireland, The Tibetan Terrier Club of Ireland, and by letter the Shih Tzu Club of Ireland, met with Mr Kari Jarvinen of the FCI General Committee, after his judging of a Group 9 Championship Show in Ireland on Sunday 5th July 2015. Dr Mike Tempest, Chairman of AITBA, presented him with a letter outlining AITBA's case that the correct Country of Origin of the Tibetan breeds is Tibet, and Mr Jarvinen invited us to sit with him for a discussion. Mike Tempest reports that it was extremely refreshing to find someone from FCI who was prepared to listen to the views of Tibetan breeds enthusiasts. Mr Jarvinen is a former Chairman of the Board of the Finnish Tibetan Breeds Club, and he more than others in FCI is therefore deeply aware of the very unique environment of Tibet and of the major influence that has had on the form of the Tibetan breeds. We emphasised that Tibet is more than a 'Country of Origin'; it is the very basis of the culture and heritage of our breeds which must not be lost for the sake of political expediency with China. We asked Mr Jarvinen to try his best within FCI to ensure that real history is not re-written, so that the future of these very precious breeds is not threatened in any way. Mr Jarvinen was extremely supportive of this view. He emphasised that history cannot be changed, and he quoted the example from his own homeland of the Karelian Bear Dog. Karelia is an area on the Finnish/Russian border with Russia having the greater land area. This was ceded to Russia by Finland after the Winter War of 1939-40, but because all Karelia was part of Finland when the Karelian Bear Dog was established the Country of Origin remains as Finland and has not been changed to Russia. Mr Jarvinen sees a parallel between this and Tibet becoming part of China, meaning that it is not necessary or desirable to change breed names as a consequence of war or conquest. Mr Jarvinen assured the AITBA Committee that the matter will come up again at the next FCI Committee and he will be trying to persuade his fellow committee members to think again. We were greatly encouraged by Mr Jarvinen's view, but we also realise that he is only one of ten members of the FCI General Committee. However it was a very positive meeting and we are grateful to Mr Jarvinen for agreeing to meet us.
